Has nothing to do with offline playback?
If you want users to be able to playback your content offline just allow them to download the base mp4. You could do this with a web app like Spotify or now Netflix does, but the content would be encrypted on the the app i don’t think it’s possible with a browser.
I am so confused with what you are trying to achieve you want your users to be able to stream content from Amazon Web services without an internet connection can you see why this isn’t possible?
